1. 意識(shí):其次,盡管從語(yǔ)義學(xué)和立法授權(quán)的愿望上講,對(duì)某種因素考慮了(consideration,takeintoaccount),自然應(yīng)該是對(duì)裁量者的心理產(chǎn)生了一定的影響,而不應(yīng)該僅僅是意識(shí)(aware)或者知道某種因素的存在.
